Any solution to help save money for newspaper classified advertisers?

In my country, daily nearly 800 over advertisers place 4line column classified advertisements in a leading newspaper. 90% of the 800 advertisers travel all the way to the newspaper head office and branch office place their order pay by cash (most of them don't own credit cards). Just imagine the 90% of the 800 over advertisers time spent in traveling in terrific traffic jams and the man hour lost. Is there a solution or any creative idea so the advertisers can place their classified ads without traveling so far waste money and man hours
