Best Web Host with all the Horns Bells and Whistles?

I want to start a site, but the idea requires the ability for people to upload images, type information about the images, etc. It also needs the ability to categorize things. I would need to have a web host with the capability of ebay. What web host should I check into? I want a .com domain. I also want the possibility of attracting advertisers. Is Host Papa any good?
