How to report plagiarism in my city?

So I worked for a local newspaper for a week (very small newspaper out of a guy's house) but it does have a pretty big audience and makes money from advertisers.. some big like cell phone companies and airline companies. This whole newspaper that has been running for 5/6 years is a complete sham for copying and pasting articles and pictures off the internet. 99% of these newspapers are plagiarized. How do I report them in my city (Vancouver, BC) & will anything actually happen to them?? At least stop the business from copying hard working peoples work?
